FDI Projects Are Not a Listing Book
GDMO 25 Aug, citing fDi Markets: 754 new greenfield creative-industry projects in 2025. A company-project book, not a DLD listing.
A foreign-direct-investment ranking is a company-project book: it counts foreign firms planting new operations — greenfield means a new operation, not the purchase of an existing one. It is not a listing book.
Wednesday 26 August 2026: we opened the Government of Dubai Media Office (GDMO) English release of 25 August 2026 and the Arabic wording of record on Dubai’s 2025 standing in new greenfield foreign direct investment (FDI) projects in the cultural and creative industries (CCIs). The source named on both pages is Financial Times Ltd. fDi Markets. Attribute as GDMO, citing fDi Markets. We did not open an fDi.com table, and we do not invent one. Investors: this is not a unit you can buy this afternoon. Agents: do not brief 754 projects as apartment stock. A company-project book is not a Dubai Land Department (DLD) transaction tape, and it is not apartment inventory.
India at 19 percent on this page is an fDi capital-inflow share for this CCI file. It is not the Chamber membership paper: Indian Company Stock Is Not Inventory. A government wire can still be a file without becoming inventory: A Government Wire Is Not Inventory. Do not blend the two India prints.
What GDMO Printed, Citing fDi Markets
Lock the attribution: Government of Dubai Media Office, 25 August 2026, citing Financial Times Ltd. fDi Markets. Arabic is the wording of record where the two pages differ. They do not differ on the figures below.
- Fourth consecutive year first globally in new greenfield FDI projects in the cultural and creative industries for 2025.
- 754 new projects in 2025, among 233 cities tracked in the report.
- Ahead of London 227, Singapore 197, Riyadh 157 and Bengaluru 132.
- 19,304 new jobs.
- Greenfield FDI capital inflows $3.756 billion. Dubai is printed second globally for FDI capital inflows in the sector.
- Capital-inflow sources: India 19%, United States 17.5%, China 13%, Malaysia 12%, United Kingdom 9%.
- Project-count sources: United Kingdom 21.5%, India 21%, United States 14%, France 4%.
The pages name Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture; His Excellency Helal Saeed Almarri, Director General of the Dubai Department of Economy and Tourism; and Her Excellency Hala Badri, Director General of Dubai Culture. Hala Badri is printed as saying these indicators highlight the maturity of the emirate’s creative ecosystem, in line with the Dubai Economic Agenda D33 and the Dubai Creative Economy Strategy. Enabling lines on the same pages: full foreign ownership, D33, and the Dubai Creative Economy Strategy. Do not invent a visa count or a unit count. Those pages do not print one.
A Project Count Is Not a Listing Book
Greenfield FDI, as used on this wire, is a foreign firm planting a new operation. The 754 figure is a count of those new operations in the cultural and creative industries for 2025. It is not 754 apartments. It is not a handover calendar. It is not a DLD sales tape. Completions, if you need that book, remain a separate file: H1 Completions: 104 Projects, AED 111bn.
The same wire prints capital inflows of $3.756 billion and a second-place global rank for those inflows. Capital is the money committed to new operations. It is not a community median and not a yield. Do not brief $3.756 billion as if it were inventory you can allocate this afternoon.
The source-country splits are two different columns. India 19 percent leads capital inflows; the United Kingdom 21.5 percent leads project count. Keep the columns apart. India 19 percent is not a DLD nationality share, and it is not Chamber membership.
How to Brief It
For the investor, the question is simple: does this ranking clear a sale and purchase agreement? It does not. A greenfield rank tells you foreign firms planted new operations in a sector, among 233 cities, as printed. Ask which title, which community, which escrow. This page does not print them. Walk the register.
For the agent, attribute the file before you speak: GDMO, 25 August 2026, citing fDi Markets — 754 new CCI projects in 2025; 19,304 jobs; $3.756 billion of greenfield capital; first of 233 cities on project count; second on capital inflows. If the client hears “India 19 percent” and reaches for the Chamber paper, stop. That 19 percent is capital share in this fDi file. Brief the project count as a company book. Do not brief it as stock.
A ranking is a book with a date. A listing is a register. Brief the first. Check the second.
