Retiring in Dubai at 55: The AED 1 Million Property Route
DLD runs a five-year renewable residence permit for property investors over 55 who own AED 1 million in Dubai property, with family sponsorship and a printed fee card.
Most conversations about living in Dubai through property start and end with the Golden Visa, the ten-year residence permit tied to a property purchase of at least AED 2 million. There is a quieter lane that many buyers in their fifties and sixties never hear about. The Dubai Land Department (DLD, دائرة الأراضي والأملاك, the government body that registers every property deal in Dubai) runs a retiree residence service: a five-year renewable permit for a property investor over 55 who owns property worth at least AED 1 million. Orientation only, not immigration advice.
Primary source: DLD service page, Golden Visa Application – Retiree (Arabic) and its English version. DLD files the service under its Golden Visa desk, but what it describes is its own permit, with its own age test, threshold and fees.
First, the words
- Residence permit (إقامة) is the visa that lets a foreigner live in the UAE; it comes with an Emirates ID, the national identity card every resident carries.
- Title deed, which DLD lists as the e-Certificate of Title, is the official proof that the property is registered in your name. It is the core document of this file.
- Purchase value or market value is the figure DLD looks at to test the AED 1 million threshold: either what you paid, or what the property is worth today.
- Sponsoring family means the permit holder can bring a spouse, children and parents onto their own residence permits, each with a separate fee line.
- GDRFA (the General Directorate of Residency and Foreigners Affairs in Dubai) is the immigration authority that actually issues Dubai residence permits; DLD runs the property-side intake for this service.
What DLD prints on the retiree card
The service terms are short. The applicant must be over 55 years old. The investment in property must be worth AED 1 million, measured as purchase value or market value, paid in full and free of a mortgage, and it can be one property or several properties held in the applicant's name. A husband and wife can share one property, with a certified copy of the marriage contract. The permit runs for five years and is renewable, and the spouse, children and parents can be sponsored.
A mortgage does not automatically close the door. DLD's terms say that if the property is mortgaged, the amount already paid must reach AED 1 million, or the applicant brings a letter from the bank, addressed to GDRFA, stating how much of the mortgage has been paid, with a line that the amount cannot be released for three years.
The documents and the fee card
DLD lists five documents for the retiree: a passport, the e-Certificate of Title or title deed, a personal photo, a UAE ID if you already have one, and a copy of any current residence permit. The process has four steps on the page: you go to a service centre, submit the file and pay, take the medical examination at the centre, and receive the residence permit by email. The page also notes that only the applicant attends, so a representative cannot file in your place.
The printed fee total for the retiree is AED 6,984.75, made of the medical examination (AED 700), a five-year Emirates ID (AED 653), the five-year residency confirmation (AED 2,456.75), DLD fees (AED 2,020) and administrative fees (AED 1,155). A five-year family permit is listed at AED 4,968.50 plus AED 318.75 to open a sponsorship file, the same amounts appear for parents, and DLD adds AED 100 for each sponsored person. The stated service time is 7 to 10 business days. For comparison, the investor Golden Visa card we walked through in Property Golden Visa: The Investor Must Attend in Person prints a total of AED 9,884.75 for a ten-year permit.
Where the official pages differ
Federal pages describe the retirement visa with extra conditions that DLD's card does not print. The UAE government portal u.ae asks for at least 15 years of work, inside or outside the UAE, and an age of at least 55 at retirement, then one of two routes: property of at least AED 1 million together with savings of at least AED 1 million, or a fixed annual income, which must reach AED 240,000 when you apply from Dubai. GDRFA Dubai also lists the 15-year service condition and the income route. These pages are not worded identically, so treat DLD's card as the property-side checklist and confirm the full eligibility with GDRFA or at the DLD centre before you book.
Why it matters to an investor
For a buyer who is planning to spend part of the year in Dubai after a career elsewhere, this lane changes the budget. A paid-off apartment at or above AED 1 million can carry a renewable five-year permit for the owner and their family, where the ten-year Golden Visa needs AED 2 million. The trade-off is clear: half the threshold, half the duration, and an age test. If you are buying with a mortgage, the paid amount is what counts, so the way you structure the down payment matters as much as the price on the contract. If you plan to buy as a couple, DLD's note that spouses can share one property is worth reading before you decide whose name goes on the title.
Why it matters to an agent
Older buyers often ask the visa question first and the property question second. An agent who can explain the AED 1 million retiree lane, next to the AED 2 million Golden Visa and DLD's two-year investor residence, gives a client three honest options instead of one. Put the age test, the paid-in-full condition and the mortgage letter in the first brief, and send the client to DLD and GDRFA for the final eligibility check rather than promising an outcome. The client remembers who explained the lane clearly, long after the viewing.
A short checklist before you file
- Check the age line: over 55 on the DLD card, and read the federal 15-year service wording on u.ae and GDRFA.
- Check the value: AED 1 million or more by purchase or market value, in the applicant's name, one property or several.
- Check the mortgage: AED 1 million paid, or a bank letter to GDRFA stating the paid amount, in the form DLD describes.
- Prepare the file: passport, e-Certificate of Title, photo, UAE ID and current residence permit if any.
- Budget the fees: AED 6,984.75 for the retiree as printed, plus the family and parents lines if you sponsor anyone.
- Plan to attend in person: the page says only the applicant attends.
What we did not claim
We have not invented a new rule, a fine or a guaranteed approval. The age test, the AED 1 million threshold, the paid-in-full and mortgage conditions, the shared-property note, the document list, the AED 6,984.75 fee total, the family and parents fees and the 7 to 10 business day service time are taken from DLD's live retiree service page in Arabic and English. The 15-year service, savings and income conditions come from u.ae and GDRFA Dubai, which word the eligibility differently from DLD, so confirm the exact terms on those pages before you brief a client or file. Orientation only, not legal or immigration advice.
