Golden Visa: Nominate Yourself Through ICP
Not nominated yet? ICP lets you check Golden Visa eligibility online and submit a nomination. What u.ae says for property investors.
You bought a freehold flat in Dubai, or you are about to. Someone says you need a “nomination” before the Golden Visa — the UAE’s long-term residence permit that lets eligible foreigners live, work or study without a local sponsor — and you wonder whether you can start the file yourself. The short answer, from the official portals: yes, you can check eligibility and submit a nomination request online through the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). A nomination is not the visa. This guide walks the public steps for a property investor, with the wording taken from u.ae and ICP. Orientation only, not immigration or legal advice.
First, the words
- Golden Visa (also called Golden Residency) is a long-term, renewable UAE residence visa, usually for 5 or 10 years depending on the category, that does not need a local sponsor.
- ICP is the federal authority that runs identity, citizenship and many visa services, including Golden Visa e-services.
- A nomination is a request that puts you on the Golden Visa path for a given category. Approval of a nomination is not the same as issuance of the residence visa.
- UAE Pass is the national digital identity app used to log into many government services.
- Freehold means you own the property itself under Dubai’s land rules, recorded on a title deed at the Dubai Land Department (DLD), rather than only a lease.
What u.ae says for investors
The UAE government’s Golden Visa page lists Investors (in public investments or real estate) as an eligible category. The residency duration on that table is 10 years for public investments and 5 years for real estate investments. The main requirements line reads: a minimum capital of AED 2 million; property ownership; or contribution to an establishment paying at least AED 250,000 annually in taxes. Read the live table on the day you apply — thresholds and wording can change.
That is the federal frame. Emirate channels (for example Dubai Land Department investor cards, Abu Dhabi TAMM) may add their own steps after nomination. We covered the property-path reading list in Property Golden Visa: Read u.ae Before You File.
Who can nominate themselves
You do not need a ministry or free-zone office to have pre-selected you. ICP publishes a public Check your eligibility for Golden visa service, also linked from u.ae under related digital services, next to the broader Golden visa e-services dashboard. Categories on the federal pages include investors, entrepreneurs, people with exceptional talent, outstanding students, and other listed groups. Pick the category that matches your facts — for a property buyer, that is usually the investor track — and answer the questionnaire honestly.
How the online nomination path works
The flow published on ICP’s smart services and summarised for readers by Gulf News is:
- Open the eligibility checker on the ICP smart-services portal and choose a Golden Visa category.
- Answer the eligibility questions for that category. The questions change by track (a graduate is not asked the same things as an investor).
- Read the result carefully. A positive eligibility indication is an initial check. It is not a visa approval.
- Log in with UAE Pass to continue a nomination request. Personal fields often pull from your Emirates ID record when you already have one.
- Confirm your profession matches what is on your Emirates ID if you are a resident, upload the supporting documents for your category, review the form, pay the listed fees, and submit.
- Keep the reference number so you can track the request. ICP may ask for more documents.
If the nomination is approved, you still complete the remaining Golden Visa residence procedures through ICP. Nomination approval does not guarantee that the residence visa will be issued.
What it may cost to nominate
Gulf News, in its Living in UAE explainer on self-nomination, lists a nomination fee of AED 155 on the service screen it reviewed, broken as an e-service fee of AED 29 and ICP fees of AED 122. Fees move. Confirm the amount on the ICP payment screen before you pay, and do not treat a press figure as a fixed tariff.
Why it matters to a property investor
A freehold purchase above the published capital line is only one part of the story. You still need the right category, the right documents, and a clean file on the federal portal. Self-nomination matters when no free zone, employer or cultural body has put your name forward: you can start the eligibility check yourself, then decide with an adviser whether the investor track on real estate (5 years on the u.ae table) is the right door, or whether another listed category fits better.
Ownership form still matters later. A title deed in your own name and a share in a company that holds the unit are different proofs — we keep that distinction for the ownership file, not as a visa slogan. Mortgaged property has its own bank-letter checks in Golden Visa on Mortgaged Property: The Bank Letter. Family members on the same card have fee questions in Golden Visa Family Fees on the DLD Investor Card.
Why it matters to an agent
Buyers will ask whether “buying the flat is enough for the Golden Visa.” The accurate public answer is: the federal investor category exists, the capital line is published on u.ae, and the nomination can start on ICP — but nomination is not issuance, and emirate steps may follow. Point clients to the live u.ae table and the ICP eligibility checker rather than to a broker rumour. Dubai’s shorter Taskeen investor permit is a different product; see What Is Taskeen? DLD’s Investor Permit Explained.
A short checklist before you click submit
- Read the live u.ae Golden Visa table for your category and duration.
- Run the ICP eligibility checker for that category before you pay.
- Prepare category documents (title deed, valuation or bank letters where the track asks for them — confirm on the portal).
- Use UAE Pass and match profession details to your Emirates ID if you have one.
- Confirm fees on the payment screen, keep the reference number, and speak to a UAE-licensed adviser if the amount or the ownership structure is complex.
What we did not claim
We have not said that every property buyer qualifies, that AED 2 million always unlocks a visa, or that a nomination equals a stamped residence. The investor category wording and the AED 2 million / AED 250,000 tax line are taken from the u.ae Golden Visa page as we read it on 12 October 2026. The self-nomination path and the listed AED 155 nomination fee breakdown are taken from ICP’s published eligibility / e-services links and from Gulf News’ Living in UAE explainer (first published 2024, updated since, featured again in the 11 October Daily Briefing). Always re-check the portals on the day you apply.
Orientation only, not personalised immigration or legal advice. Confirm with ICP and a UAE-licensed adviser before you nominate or file.
